What do the charging indicator lights mean?

I removed the plastic insulating strip from the battery holder of newly purchased spotlight as per instructions. When first plugged in to charge no indicator lights came on. I removed the batteries, reinserted them and tried again. Red light came on for a few minutes and then started flashing. It has been on charge all day and still no green light. Does the flashing red light mean something is wrong?
